I called Mr. Badeley's attention to the fact that on the 8th. April, 1903, Sir Henry Blake had reported a similar increase in crime which had led to the submission of a report by himself (Mr. Badeley) while on leave (May, 1903). Mr. Chamberlain was not satisfied with this report and on the 20th. August, 1903, inform- -od Sir H. Blake that he had impressed this view on Mr. Badeley. Finally on the 7th. November, 1903, Sir H. Blake (who had had personal experience in police work) wrote a very strong despatch expressing lack of confidence both in Mr. Badeley as Captain Superintendent of Police and in Captain Lyons, Deputy Superintend- -ent. Mr. Badeley has been absent on leave for the past nine months, and he therefore is not responsible in any way for the recent conduct of Police administration. He is due back on December 13th, and I shall be extremely glad when he relieves Captain Lyons for he has the confidence of his men, and he speaks Chinese. I am in hopes that he will throw himself energetically into the very difficult work which awaits him.
